Because that is when the value is clear. You can see whether fans used the camera, then decide if the gallery and fan list are worth unlocking.
Can fans still get their photos on the free version?
Yes. The fan-facing camera experience still works. The paid unlock is for the artist/team to access the full gallery, fan list, and exports.
